Main Research Problem How does the stakeholders’ perception about comprehensive Competition Policy affect its institutionalization?

Sub-Problems How do enforcement agencies of the perceive Competition Policy in the Philippines? Is there such a thing as “competition culture” among the main agencies concerned with competition policy in the Philippines? How can the culture of competition be fostered among these enforcement agencies?

Goals & Objectives of the Study To be able to: recognize the primary factors that affect the institutionalization of a comprehensive Competition Policy in the Philippines infer the importance of stakeholders’ perception/attitude towards the passage of Competition Law in the Philippines identify ways by which “Competition Culture” can be fostered among the enforcement agencies such as the SEC, Bureau of Import Services, Bureau of Trade regulation and Consumer Protection and the Tariff Commission

Significance of the Study PRIORITY MEASURE “… it is the government’s duty to ensure that the market is fair for all. No monopolies, no cartels that kill competition. We need an Antitrust Law that will give life to these principles …” President Aquino III’s State of the Nation Address in July 2010

Significance of the Study The salience of the passage of competition policy cannot be undermined. It promotes and enhances economic efficiency and full competition in trade, industry and all commercial economic activities It prevents the concentration of economic power in a few persons who threaten to control the production, trade, or industry in order to stifle competition, distort, manipulate or constrict the discipline of free markets, increase market prices It penalizes all forms of unfair trade, anti-competitive conduct and combinations in restraint of trade, with the objective of protecting and advancing consumer welfare In the pursuit to realize an ideal market environment, it is important to identify ways by which the institutionalization of a Competition Policy can prosper It can contribute to the study of Policy Agenda-Setting by zooming into the importance of stakeholders’ perceptions and attitude in the Philippine setting
