SEETO Regional Cooperation South East Europe Transport Observatory SEETO 2004 - Memorandum of Understanding on the development of the South East Europe Core Regional Transport Network THE FORMER YUGOSLAV REPUBLIC OF MACEDONIA MONTENEGRO SERBIA CROATIA KOSOVO* BOSNIA AND HERZEGOVINA EUROPEAN COMMISSION ALBANIA *This designation is without prejudice to positions on status, and is in line with  UNSCR 1244 and  ICJ Advisory opinion on the Kosovo declaration of independence.

SEE regional transport cooperation The main objectives of the SEETO cooperation: Develop the SEETO Comprehensive Network; Improve and harmonise regional transport policies and technical standards for the SEETO Comprehensive Network development; Maintain an effective coordination and communication network; Integrate the SEETO Comprehensive Network in the framework of the wider Trans European Network.

Traffic on the Rail SCN Recorded traffic volumes: 12440 million tkm 2023 million pkm The SEETO Comprehensive Rail Network traffic volume experieneced decline in 2011 from 2010 passenger 19% freight 2% Corridor X, with 42% of freight and 67% of passenger traffic volume in 2011, was the main artery for transportation and mobility in the region!

SEETO Comprehensive Network Investments €13.2 billion total investments in the SEETO Comprehensive Network since 2004; €4 billion ongoing/finance secured investments €9.2 billion of implemented investments in more than 300 infrastructure projects on the SEETO Comprehensive Network; 83% of investments went into the road sector; 10 % (€ 920 million) share of railway investments.

Planned Regional Priority Projects MAP 2013 Priority Project list comprise 44 projects More than € 8.2 billion needed for priority projects implementation in the following 5 years: 20 road projects 11 rail projects (€2.9 billion) 7 inland waterway projects 4 seaports and 2 airport projects

Conclusions Railway infrastructure in WB was underinvested influencing overall competitiveness of railways Shift of investments to railways together with higher traffic volumes could revitalize railways Greater collaboration between regional railways
