3 FBOG Constitutional Responsibility “The board shall operate, regulate, control, and be fully responsible for the management of the whole university system. These responsibilities shall include, but not be limited to, defining the distinctive mission of each constituent university and its articulation with free public schools and community colleges, ensuring the well-planned coordination and operation of the system, and avoiding wasteful duplication of facilities or programs.”

Overview of Florida’s “2 + 2” Articulation Structure

21 Articulation Coordinating Committee (ACC) Representatives: State University System, Community College System, Independent postsecondary institutions, Public schools, Applied technology education, A student member, and A member-at-large.

22 Statewide Course Numbering System Created in the 1960s. Database of postsecondary courses at public vocational-technical centers, community colleges, universities, and participating nonpublic institutions. 1996: Cross-sector discipline committees recommended “levels” for courses.

27 Limited Access Baccalaureate Programs in the State University System University degree programs may be declared as limited access programs for the following reasons: Insufficient resources (e.g., space, equipment or other instructional facilities; clinical facilities; adequate faculty to meet acceptable student-faculty ratios; fiscal or other resource limitations). Audition or portfolio required to demonstrate potential for success. A higher GPA or other standard required to demonstrate potential for success. A university has exceeded its upper-level FTE enrollment limit.

28 Limited Access Baccalaureate Programs in the State University System “Florida community college Associate in Arts graduates and university students who have successfully completed 60 credit hours of course work and met the requirements of Section [ (CLAS)], Florida Statutes, shall receive priority for admission to such limited access programs over out-of-state and transfer students from private institutions.”
