Proposal. The right to communicate has always been at the very heart of social change.. The right to communicate is an integral part of all struggle to create spaces of freedom against uthoritarian powers, of power by a few, of non inclusive power whether they are led by groups, the State or by financial capital.. . If we want to create a public sphere where solidarity and genuine participatory democracy are the norm the right to communitcate is a must. The right to communicate is the cornerstone of genuine democratisation and development process(es) in the world.

() To receive the protection and guarantee of the state to the full and free exercise of the right to communication and information.
