Option1 – Establish a technical panel on CB with number of objectives including MRV & implementing powers (??) of certain activities Option 2 – CB arrangements should be “considered” by other implementing aspects of the final agreement –Option 1 Does not treating CB “bolt on” to other pillars Size & composition of the panel? CBTP important first step but should not lead to hold up the things

Paragraph 6 (Financing) Option 2: –[Decides that [financial and other support provided by Parties included in Annex II to the Convention] [support] [support including provision of financial resources [provided by Parties included in Annex II to the Convention]] for enhanced action on capacity building in developing countries, including those capacity-building activities identified in relevant decisions [under the agreed outcome of the building blocks of the Bali Action Plan] [under the agreed outcome for the enhanced implementation of the Convention] should be [delivered through various multilateral and bilateral channels including] [[made available] through the operating entity(ies) of the financial mechanism of the Convention and through various multilateral and bilateral channels, in accordance with [provisions for enhanced action on the provision of financial resources and investment decision] [relevant decisions];]

Option1 – CB to be delivered either through multilateral fund of it’s own, or as part of a multi- window new financial mechanism Option 2 – essentially CB should be delivered partly through the convention and partly (mostly???) through “various multilateral and bilateral channels” –Option 1 - So many brackets in option 2, higher possibility that CB can be installed in “any potential outcome”. Negotiations can be very difficult with Option 2. (Cancun possible element – Option 2)
