Introduction to the FOI Law for Civil Servants

Objectives of Course 1. Facilitate understanding the importance of FOI for transparency & accountability and the implications of keeping information unnecessarily secret. 2. Describe the history and main features of the Freedom of Information Law, 2007 and its impact on public authorities. 3. Explain how an Information Manager (“IM”) makes decisions on requests.

Objects of the Cayman Islands FOI Law 2007 (s. 4) –”TAP” To reinforce and give further effect to certain fundamental principles underlying the system of constitutional democracy, (a) transparency (b) accountability and (c) public participation in national decision-making, by granting to the public a general right of access to records held by public authorities.
