2 Provisions of the Contract for Excellence Applies to districts receiving an additional $15 million or a 10% increase and having one or more schools:  Requiring academic progress or,  Identified as in need of improvement, or  In corrective action or,  Restructuring status.

3 Contracts for Excellence Monitoring (C4E) NYC – March – April ROS – April - May Contracts for Excellence Districts (55) All NYC Districts 4 schools per 32 Districts = 128 Product Report issued in 30 days Monitoring ROS 1-2 schools per District based on district achievement levels Big 4 Districts 4 schools per District = 24

4 Contract for Excellence Implementation 1)For the school district solicited public comment on the contract. 2)For the school district will implement a public process, including one or more public hearings on the contract. 3)Contract for Excellence is fully implemented, with fidelity. 4)Local systems established to separately track receipt and spend-down of Contract for Excellence funding. 5)Contract funding is appropriately targeted to schools most in need, consistent with approved contract. 6)Contract funding is appropriately targeted to student sub-population(s) most in need, consistent with approved contract. 7)Contract services/programs have resulted in improved performance and provide a basis to expect achievement of contract performance targets. 8)Any issues/considerations noted by District Superintendents and SED personnel during the contract review/approval process have been reviewed on-site. 9)The school district has established procedures for the filing of parent complaints with the building principal or school superintendent.

5 School Quality Review (SQR) Teams Required for Districts with: Schools in Need of Improvement Year-1 and Year- 2 (SINI-1 and SINI-2) Corrective Action Schools Restructuring Schools Schools Under Registration Review (SURR)

6 SQR Team (SED) assigned to Districts with SURR SQR Team (SED with RSSC) assigned to Districts with CA/Restructuring SQR Team (SED with RSSC in NYC/DS in ROS) assigned to Districts with SINI 1 & 2 schools SED assists DS in Registration Review process for newly identified SURR Team assists in CEP/CAP development and implementation and approves SURR budget in 2007/08 Team assists in CEP development and implementation in 2007/08 Team makes recommendations for C4E and CEP in 2008/09 Team conducts SQR Basic Model paper review and also Advanced Model on-site review, if deemed necessary by DS/RSSC. Teams recommend SQR Model, Joint Intervention Team (JIT), Distinguished Educator (DE) for implementation in 2008/09 Chapter Intervention Strategies
