Pennsylvania Voluntary Mercury Automobile Switch Removal Program  MOU signed by workgroup members in November  Voluntary program  ISRI, SRI and PARTS promoting legislation, in consultation with PA DEP.

Hg Pennsylvania Voluntary Mercury Automobile Switch Removal Program  Targets convenience lighting switches in end-of- life vehicles.  Requires removal of switches from the assemblies  Follows Universal Waste Regulations

Hg Responsibilities of PADEP  Provide incentive – approximately $2.00 per switch based on weight  Provide safety equipment; spill kit, containment, gloves  Provide storage/shipping supplies; universal waste labels, plastic storage/shipping containers, shipping boxes

Hg Responsibilities of PARTS  Handle registration  Send incentive payments  Publicity  Encourage member participation  Organize future workshops

Hg Responsibilities of Mercury Recyclers AERC Recycling Solutions and Bethlehem Apparatus  Provide free FedEx shipping and shipping labels  Provide free mercury recycling (essential products only)

Hg Responsibilities of Other Stakeholders  CAC – Provided initial workshops in six PADEP regions and educational materials through grant with PADEP  ISRI and SRI – Provide publicity and encourage member participation

Hg Results  Program kicked off in March 2005 with first educational workshop  33 Recyclers registered  1 Shipment received  410 Switches  $820 incentive payment

Hg Stumbling Blocks  Over 800 recyclers, 12 shredders, approximately 25 steel facilities with EAFs  Legislation – Recyclers are anticipating outcome  Interested in increased bounty  Rumor that switches being pulled and stockpiled  Carrot vs Stick
