Strengthening Policy Making Capacities of Diaspora Ministries in Africa (SEDIMA)

ABOUT THE AFRICAN DIASPORA POLICY CENTRE The African Diaspora Policy Centre (ADPC) is a Diaspora think tank devoted to the study of migration and development related issues from the perspective of the Diaspora. ADPC works with three main target groups: 1. African diaspora organisations in Europe 2. Policymakers dealing with diaspora related issues in Europe 3. Policy makers and governmental officials dealing with migration in Africa. It achieves its goals by 1.conducting evidence-based policy relevant research; 2.providing capacity building and training workshops; 3.organising expert meetings and conferences; 4. facilitating contacts and networking relations; 5. disseminating information through publications; 6.offering consultancy and information services.

The Program Strengthening Policy making capacities of Diaspora Ministries in Africa (SIDIMA)

Objectives Objective 1 To offer high-quality technical assistance services to national institutions, regional organizations, civil society organizations as well as other stakeholders active in the field of migration Objective 2 To provide tailor-made capacity building training workshops adopted to the needs and specific context of each country in the areas of migration management, integration and migration and development Objective 3 To assist developing countries to acquire the technical capability to design a national migration policy which can be translated into feasible strategic interventions and realisable actions

CONTENTS OF THE TRAINING PROGRAMME (A) OVERVIEW OF THE MIGRATION AND DEVELOPMENT DISCOURSE (B) EVIDENCE-BASED BEST PRACTICES (C) CAPACITY BUILDING FOR POLICY DEVELOPMENT

Training methodology The training course is designed to be an interactive and face-to- face format. Format It is guided by a participatory learning approach which encourages participants to openly exchange information, knowledge and share good practices both in policy and programme related operations. Learning approach Building trust amongst trainees and between the resource persons and the trainees is integrated in every module of the course to promote dynamic exchange of ideas and experiences. Other services offered by the programme High-quality direct technical assistance in the form of consultancy, coaching, and mentoring. focus on specific initiatives that could contribute to building, strengthening, and institutionalizing the relationships between a country of origin and its overseas migrants in a productive manner. Impact assessment Use a very new monitoring tool called outcome mapping which is participatory. It is a participatory way of monitoring changes in behavior. Ownership of this tool is with the governmental official.

Target beneficiaries

ADPC capacity building training track record  Since 2009, ADPC has been offering capacity building trainings to government policymakers.  In 2010 and 2011, we have trained 24 African government officials from 12 African countries; namely, Benin, Burundi, Ethiopia, Ghana, Kenya, Liberia, Mali, Nigeria, Rwanda, Sierra Leone, Uganda and Zimbabwe.  And since December 2012, ADPC has provided a series of capacity building trainings to 11 ACP countries; namely, Cameroon, Haiti, Kenya, Lesotho, Nigeria, Papua New Guinea, Rep. Dem. of Congo, Senegal, Tanzania, Timor Leste, and Trinidad and Tobago.  Trained a total number of 165 government policymakers serving in diaspora- oriented institutions in their respective countries.
