The Road Ahead for You and APD Focus on Providers

Where do we want to go? Individuals and families are in the driver’s seat –More self-direction We’ll be there down the road –Sustainable system The destination –Fair and equitable processes

Building our “highway” Just ahead: –Consumer-Directed Care Plus expansion Around the corner: –Flexible Benefit Service Down the road a bit: –iBudget Florida – individual budgeting

CDC+ expansion More choice, flexibility, and responsibility –Greater choice of services –You manage your APD budget –You are allowed to hire own workers (including those who are not Medicaid providers) –You are a household employer with help from a fiscal employer agent (FEA)

CDC+ expansion Up to 2,500 new enrollees Cost plans discounted 8% Individual may use a representative to help Individual has the assistance of a consultant (WSC with special training) Training is provided to participants and representatives

CDC+ expansion Statewide enrollment anticipated Jan Eligible consumers will get letter with details on applying

Flexible Benefit Service Legislature authorized it last session You will exchange services on cost plan for a new flexible benefit service –ADT, companion, respite, in-home support services, supported employment, supported living –8% discount

Flexible Benefit Service Is optional Is self-directed Provides meaningful day activities and support within the home Offers more flexibility in meeting needs day- to-day

Flexible Benefit Service Use Medicaid providers For consumers NOT on CDC+ Federal government must give OK first Begins in Spring or Summer 2010

iBudget Florida Individual budgeting Goals: More self-direction, greater equity, sustainable system Everyone would have an iBudget to determine their funding Legislature requires plan in February 2010

iBudget Florida Personal situation and characteristics determine budget using a statistically generated formula –Examples: QSI results, living situation, age People with similar needs receive similar funding People with greater needs receive greater funding

iBudget Florida Consumer and family determine spending More flexibility with services

iBudget Florida Some other states have similar systems –Georgia, Wyoming, Minnesota Provide input through future meetings and APD website:

You’re on our Construction Crew You are an important part of the effort! –Help consumers and families learn about the new options –Give us ideas and feedback –Ensure ABC data is accurate

Wrong Data Leads to Wrong Turns APD generates reports, authorizes services, and makes decisions based on ABC data For these new initiatives: –Need correct addresses for mailing CDC+ enrollment notices –Need correct information for all communications and decisions

Rules of the Road The DD/HCBS Coverage and Limitations Handbook, Page 2-93: It is the responsibility of the Waiver Support Coordinator to enter, update and assure the accuracy of demographic information pertinent to the individual in the ABC system.

Rules of the Road Waiver Support Coordinators are required to verify all information for accuracy twice per year.
