Liberating the NHS - A consultation on proposals Transparency in outcomes: a framework for the NHS

What is the Outcomes Framework and what do we need from you? We want your views and help in developing this national NHS Outcomes Framework so that together we can give control back to patients and clinicians by focusing on what really matters – improved health outcomes for all The White Paper Equity and Excellence: Liberating the NHS set out the Government’s strategy for the NHS Chapter 3 of the White Paper explained how, in the future, the Secretary of State for Health would hold the NHS to account for improving healthcare outcomes through a new NHS Outcomes Framework Transparency in outcomes: a framework for the NHS – a consultation on proposals, provides further information on proposals for developing this NHS Outcomes Framework This represents a significant shift in focus for the NHS – moving away from monitoring the processes of care to monitoring the results of the care and treatment provided to patients

EFFECTIVENESS What will be included in the Outcomes Framework? PATIENT EXPERIENCE The Outcomes Framework will have five domains that will look across the whole NHS How EFFECTIVE the care provided by the NHS is What the patient EXPERIENCE is like How SAFE the care provided is The five domains will cover the range of activities that the NHS should be delivering for all patients These will help the public and Secretary of State for Health to track:

Each domain will include 3 elements Supporting Quality Standards developed by the National Institute for Health and Clinical Excellence (NICE) to help patients, clinicians and commissioners understand how to deliver better care. These standards will cover both the specific improvement areas as well as a broader set of clinical conditions relevant to the overall domain A small number of specific improvement areas where the evidence suggests better outcomes are possible or areas that are identified as being particularly important to patients An overarching outcome indicator (or set of indicators) to measure the overall progress of the NHS across the breadth of activity covered by the domain For example: Domain 1: Preventing people from dying prematurely e.g. Mortality amenable to healthcare Overarching Indicator A suite of quality standards relating to conditions that cause premature mortality but are amenable to healthcare interventions Supporting Quality Standards Heart disease e.g. premature mortality Cancer e.g. 1 and 5 yr survival Stroke e.g. premature mortality e.g. Children e.g. infant mortality; Respiratory disease e.g. Older people e.g. healthy life expectancy age 65 Improvement Areas Outcome Indicator

What happens now? We need to know what matters to you to ensure the Outcomes Framework is as good as it can be This consultation would like your views on the following broad areas The principles that should underpin the NHS Outcomes Framework (Chapter 2) A proposed structure and approach that could be used to develop the Framework (Chapter 2) How the proposed Outcomes Framework can support equality across all groups and can help reduce health inequalities (Chapter 2) How the proposed Outcomes Framework can support the necessary partnership working between the future Public Health Service and social care services needed to deliver the best possible outcomes for patients and carers (Chapter 2) Possible methods or approaches for selecting improvement areas (Chapter 3) The potential outcome indicators (existing and future) that could be presented in the Framework (Chapter 3 and Annex A)
