sheriff.loudoun.gov Loudoun County Sheriff’s Office, VA Concerns in Mental Health National Alliance on Mental Illness (NAMI) – Ann Aurora, Colorado: 12 killed, Average Age 26 YOA, Shooter James Holmes – 26 YOA Sandy Hook Elementary: 20 children (as young as 6 years old), 6 Adult Staff members, and the mother of shooter, Adam Lanza (who was 20 YOA) Creigh Deeds Recent Situation – Son, Gus (24 YOA)

sheriff.loudoun.gov Loudoun County Sheriff’s Office, VA Strategic Partnerships Current Status of Metal Health at the ADC 20% of inmate population diagnosed with Mental Health related issues Close to 70% when factoring in Drug and Alcohol Abuse Work in Partnership with Loudoun Mental Health Works with AAA, Friends of Loudoun Mental Health, Drug Re-hab Outpatient and Future Concepts Regarding the ADC: Re-entry Programs – Dozens of Participants (AAA, Friends of Loudoun Mental Health, Drug Re-hab) Potential Mental Health/Behavioral Health Wing – House all Mental Health inmates in one location (provides safety to clinicians, consistency in program delivery) Long Term Program (Capital Improvement) set for discussion for March at Finance Committee

Cerniglia, secured grant funding through VA state for CIT Have conducted 3 iterations of Crisis Intervention Training Training involves field deputies and dispatchers Train the Trainer Course March 12-15th Next CIT Training March th followed by one in September By September 15 th, all Dispatchers will be trained Other actions in Play: Deputies, from here forward, will be required to receive CIT Training before being issued Tasers Policy – For any identified filed situation (past history of mental health issues in the field), Dispatchers are required to identify a CIT member and request the CIT respond to the location If not identified by Dispatchers, Field Supervisors should dispatch CIT personnel to situations believed to involve Mental Health subjects Member of Governor’s Task Force Active shooter training

sheriff.loudoun.gov Loudoun County Sheriff’s Office, VA Whole-of-Government Approach Cross Systems Mapping: Have met with vested partners across the board to discuss and design a way forward Members include (Loudoun Mental Health, Community Corrections, Judges, Magistrates, LCSO – Field and Jail, NAMI, BOS Representatives, DCJS Collectively working toward solving problems Other Initiatives: Current Proposed Legislation in Commonwealth of VA Federal – Excellence in Mental Health Act (provide funding for capacity upgrades and expertise in existing facilities) – Senators Stabenow and Blunt (Actress Glenn Close)
