1 SHERIFF’S OFFICE 2018 BUDGET DISCUSSION

2 PROGRAMS & SERVICES: Provide community-focused public safety services for all Summit County communities, residents and visitors. Public Safety Services: Patrol, Investigations, Major Crimes, Corrections, Communications, School Resource, JRI, Court Services, Search & Rescue, SWAT Assess community and citizen needs while ensuring services and priorities are provided effectively, efficiently, and with quality service. These should be the three main statements that were provided in your department’s budget requests. Use the time with the council to address the “Description” portion of the basic concept statements.

3 JRI – Fees collected from participants (No state funding) - $37,000
DEPARTMENT REVENUES: JRI – Fees collected from participants (No state funding) - $37,000 Communications – Sheriff contract with partnering agencies for dispatch services (PCPD, UHP, etc.) - $715,000 Corrections – State of Utah inmate housing contract - $650,000 Court Bailiffs & Civil Service – State of Utah contract & fees - $200,000 Include a BRIEF discussion regarding fee revenues if applicable and whether these fees are being changed in adoption with the budget. Also, include a discussion regarding grant or contribution revenues and what programs or services WILL NOT continue if the grants or contributions are not received.

Efficiencies and budget savings: Hybrid Vehicles – saving on fuel & emissions! Dispatch Consolidation Major changes in department from 2014 to now. Justice Reinvestment Initiative - State mandate that requires services for substance abuse defendants. Two deputies currently supervise more than 60 probationers. Address PROGRAMS & SERVICES that are provided by your department. DO NOT necessarily get with the council and say, “In 2014 my budget was $xxxx and in 2018 it will be $yyyy.” A better example would be to state, using Elections as an example, “In 2014 we were voting by machines, now we are doing mail-in ballots.” Here, continuing with the example, it could be stated that this is more or less efficient than the machines determined by whatever measure of success.

County Strategic Priorities: Environmental Stewardship – Transitioning eligible sheriff’s vehicles to hybrid = Less Fuel, Less Emissions! Mental Health / Substance Abuse Issues – Providing supervision/treatment for more than 60 JRI participants.

6 Summit County Sheriff’s Office:
Any potential federal, state mandates/legislation affecting department: Justice Reinvestment Initiative Impact to the department if the propposed tax increase is not approved. Discretionary Services removed – Working Inmate Program, School Resource Deputies, etc. This would be the time to make the council aware of potential changes that your particular associations may be discussing at either the federal, state or local levels.
