page 11 Becoming a member 1.Appoint independent Issuing Body 2.Draft Domain Protocol (DP), setting out:  How to overcome any conflicts between national law and the PRO  How to audit generation plant  How to calculate net energy generated  How to verify monthly energy declarations  Complex procedures (e.g. biomass, pumped hydro)  Timing 3.Appoint agents  Accreditation, audit, meter data collection, registry administration 4.Gain approval of DP from AIB 5.Install and commission registry system 6.Successfully complete integration tests with other systems 7.Start issuing and transferring certificates 8.Membership fee:  €5,000 (€20,000 > 1 million certificates issued) per year  + 1 eurocent per certificate issued  Maximum €40,000 / year
