What will we look at in this workshop? Many of you have attended previous trainings and have looked at defining a problem and agreeing objectives. Having agreed what the problem is, the reason for intervention and what you are trying to achieve, you need to consider options for a solution. Using case studies, we will look at identifying and analyzing a range of impacts of different options to build an evidence base for a final decision to be made.

Turkish Guidelines: Problem Definition Accurately define the problem Where possible quantify it Identify and analyse those affected Set out the reason for intervention by public authorities

Problem Definition: Regulation on Farmers’ Support Scheme Administrative System Due to short-comings in organizational and technical capacity, the current system: –is inefficient, with substantial leakage of funds and exclusion of some farmers from support schemes –does not encourage effective use of agricultural land –is not compliant with EU requirements and Turkey has committed to harmonize the existing system.

Problem Analysis: UK Smoke-Free RIA The 1998 report of the Scientific Committee on Tobacco and Health set out the health risks from secondhand smoke, including: –lung cancer –ischaemic heart disease –asthma attacks –childhood respiratory disease –sudden infant death syndrome The report recommended restrictions on smoking in public places and workplaces to protect non-smokers.

Determining Objectives Objectives should not be confused with options for achieving them Where they aim to eliminate the problem and its reasons this should be stated They should be set out in prioritized order, with as much detail as possible Objectives should be clear, measurable and realistic They should be compatible with other government policies

Determining Objectives: MARA Pilot Harmonize with EU IACS system by 2012 (committed date) Increase efficiency of farmers’ support administrative system: –Reduce leakage of funds to minimum acceptable level of Y% –Reduce exclusion of farmers by X% Reduce the administrative burden on farmers

Determining Objectives: UK Smoke-Free RIA The Government’s objectives were to: –reduce risks to health from exposure to secondhand smoke –recognise a person’s right to be protected from harm and enjoy smoke-free air –increase smoke-free enclosed public places and workplaces so people trying to give up smoking can succeed in an environment where social pressures to smoke are reduced –save thousands of lives over the next decade by reducing overall smoking rates

Turkish Guidelines: Considering Full Range of Solutions A full range of policy options should be developed that achieve the objectives, including possible regulatory, non-regulatory and “do nothing” options The options should be assessed and measured according to their effectiveness, productivity and compatibility A review of the outcomes should produce a short list of options for deeper analysis

Considering Options: MARA Pilot Option 1: “Do nothing” Option 2: Harmonize with EU Integrated Administration and Control System (IACS), based on best practices of EU countries. Non-regulatory alternatives were not considered as the problem deals with administration of state payments to farmers, which requires regulation. Only one regulatory option in setting up the farmers support system was considered - a combination of best practice from EU countries regarding features of Integrated Administrative and Control System (IACS).

Considering Options: UK Smoke-Free RIA Option 1 – Continue with a voluntary approach Option 2 – National legislation to make all indoor public places and workplaces completely smoke- free, with minimal exemptions Option 3 - Legislation giving local authorities new powers to control secondhand smoke in indoor public places and workplaces Option 4 - National legislation to make all indoor public places and workplaces completely smoke- free, with range of exemptions

Impacts Analysis We will be looking at different options: Determining groups and fields affected Considering economic, social and environmental impacts:  Costs  Benefits  Quantitative and qualitative assessment Impacts on competition Effect on current regulations and public institutions
