Four Methods of Energy Savings Estimation Unit Energy Savings – Measurements of typical baseline and efficient case characteristics and energy use support estimates of average savings – Identifiers, e.g., climate zone, group applications to reduce savings variance among applications Standard Protocol – Entirely prescriptive data collection and analysis procedure that will work for all eligible measures – Transparent and accessible savings calculator

Four Methods of Energy Savings Estimation Custom Protocol – For measures that require site-specific data collection and analysis to develop reliable estimates – Minimum documentation requirements include data collection and analysis procedures and characteristics of the commissioned measure Program Impact Evaluation – RTF sponsored peer review for research designs – Regional collaboration on research designs – Future version of Guidelines to provide more guidance on research protocols

4.0 Standard Protocol Minimum Requirements Precise specification of the measure including eligibility rules. Simplest reliable savings estimation procedure. Entirely prescriptive data collection and analysis procedure that will work for all eligible measures. Independent of program design and delivery method. Skills required are common among the region’s program implementation workforce.

4.0 Standard Protocol Minimum Requirements (Continued) Protocol is cost-effective across a range of measure savings. Yield savings estimates that are additive, i.e., independent of the savings from other measures implemented at the same site. Protocol documentation that complies with section 4.3.
