Background è Council Resolution on Science & Society, and Women & Science, 26 June 2001 l Called on both the Commission and Members States to bring forward initiatives è Science & Society Action Plan l adopted by Commission on 4 December 2001 l promoting scientific education and culture; science policy closer to the citizens; responsible science at the heart of policy making è Specific Programme ‘Structuring the ERA’ l Specific Programme ‘Structuring the ERA’, adopted by Council 30 September, contains ‘Science & Society’ component with a budget of €80m è ‘Mainstreaming’ of Science/Society across the FP

Rules for Participation è Article 10 states that, in applying the evaluation criteria, the following can also be taken in to account: l synergies with education at all levels l readiness and capacity to engage with actors beyond the research community and the public as a whole, to help spread awareness and knowledge, and to explore the wider societal implications of the proposed work l activities to increase the role of women in research

Specific Programme ‘Integrating’ è Annex III states that the new instruments may include the following activities: l Information and communication, and dialogue with the public concerning the science/society aspects of the research carried out within the project. (NoE) l Analyses of science/society issues related to the research carried out by the network. (IP)

A.Ethical standards for FP6 1.Article 3 of the 6 FP è " All the research activities carried out under the Framework Programme must be carried out in compliance with fundamental ethical principles." è References è Charter of fundamental rights of the EU è International conventions and codes of conduct,. l the Helsinki Declaration, l the Convention of the Council of Europe on Human Rights and Biomedicine signed in Oviedo on 4 April

Ethical standards for the FP6 2.National rules Participants must conform to current legislation, regulations and ethical rules in the countries where the research will be carried out. Participants must seek the approval of the relevant national or local ethics committees prior to the start of the RTD activities. 3.Areas excluded from funding è Human cloning for reproductive purposes; è Germline gene therapy ( research relating to cancer treatment of the gonads can be financed.) è Creating human embryos solely for the purpose of research or of stem cell procurement, including by means of somatic cell nuclear transfer è Until Dec no funding of research on human embryonic stem cells except banked or isolated stem cells

B.Guide to proposers è All proposals have to describe in their proposals the ethical issues raised by their project and how they will handle these. è Applicants must indicate whether their project involve: l human beings, l the use of human biological samples, including embryonic or fetal tissues, l the use of personal data or genetic information, l animals including transgenic animals and non-human primates l genetically modified organisms or plants

C.Ethical review è “ An ethical review will be implemented systematically by the Commission for proposals dealing with ethically sensitive issues.” è Ethical review is performed: l After the scientific evaluation l By a multidisciplinary panel of experts l Possibility of excluding research projects that contravene fundamental ethical principles (rules for participation) è Monitoring of ethical issues during the life of the project

Raising public awareness of science in FP6: horizontal measures and activities è New evaluation criteria for the projects supported under Framework Programme 6 Developing criteria which put emphasis on dissemination of results beyond the traditional scientific public è Encouraging scientists to communicate with public Under FP6 emphasis on the dissemination and dialogue on results/impact of Community research to and with the public. Supported by public awareness activities undertaken by the DG, including press announcements, conferences, media trips to laboratories, etc. and the activities of the Communication officers working across FP6 è Encouraging the more effective take up of science ‘stories’ by the media Science journalism award under development; possibilities for a scientific press agency under review.

The Descartes Prizes System as a vehicle to increase Public awareness è Collaboration across Framework Programme All FP6 programmes activities involved in the publicity/promotion and evaluation of the prize è Societal impact of research outputs emphasised Award for the most excellent outputs from collaborative research, with particular emphasis on highlighting benefits/ impact of research to general public

European Science and Technology Week è Encouraging association of other public awareness projects to the science week (for events during the Week in November and throughout the year, as advertised on the è Synergies in FP6 Identification of possibilities for events supported by other FP6 projects è Example In 2001, the Joint Research Centre held public lectures and organised school visits sites.
