Research Expenditures  Nationally, research expenditures are the gold standard for assessing research activity and success, because they provide consistent reporting measures for comparison. (Research awards most often span more than one fiscal year and do not accurately reflect annual efforts.)  As part of Texas A&M’s land grant mission, all A&M system agencies report as one under Texas A&M University (to THECB and NSF).  The NSF’s annual Higher Education Research and Development (HERD) Survey measures and compares reporting from degree-granting institutions that expend at least $150,000 in R&D. For FY11, the survey period was July 1, 2010, thru June 30,

Summary  State and institutional funding is above our peers and not likely to increase substantially.  Federal and external funding lags behind our peers and has growth potential.  Hit rates for most federal agencies is down (more grants/fewer dollars).  Only federal agency to have an appreciably increased budget in last two years is DHS (up 14%).  Division of Research needs to forge partnerships with faculty to respond to opportunities to enhance research funding.  CPI is a critical group to help define obstacles and move us forward. 11
