Matching Supply & Demands: Network for Sectoral Approach to Qualifications in Tourism at European LevelGlasgow, 15 – 16 November 2007 Adapting vocational education and training to changing demands of the labour markets – A Model for Guidelines for the Policy makers Step 2: Stepping on the System Level Success factors for matching between qualifications demand and training provision : Reflecting the technological development, infrastructural know-how and innovations in legislation; Set of tools for assuring the flexibility of the national / regional / local regulations and recommendations (occupational profiles, occupational/ qualification standards, classification of qualifications, etc.) in order to reflect the changed demand Tripartite form of partnerships in the decision making processes; Trustworthy forecasting methodologies for measuring the demand and the supply side according to a consultative set of criteria, approved by all levels of interaction; National, regional and local standardization of the public-private partnership in the field of matching supply and demand in education and training – provision of regulations for its monitoring and effectiveness.

Information channels for adequate and reliable information about VET demands and VET provision. Ensuring an active dialogue and coordination with the VET providers, the employers (employers organization), trade unions & branch organizations, local and regional authorities through forming of joint bodies on system and operational decision making. Empowering the tripartite bodies for making decisions at key-stages of the process. A “bank” of innovation and proposals of employers organizations or other involved parties.
