More than that, how do you make the right change happen? When there is a gap between what is and what you want to be, how do you cross that gap? Every Flotilla and Division should plan. Overview of need  Planning is essential for every unit to foresee future events and plan to confront difficulties.  You should plan for 3 years in advance for flotillas and 5 years in advance for divisions.  Planning eliminates many “surprises” that occur if you do not plan.  These are seven steps for successful planning.
