NASA Information Services Alliance(NISA) IT and IM: Promises and Pitfalls —4— August 15, 2011

NISA Mission and Goals  The mission of the NASA Information Services Alliance is to provide seamless and comprehensive information services and tools required by the user communities of the Alliance members, in support of NASA’s mission and goals.  The goals of the NASA Information Services Alliance are: » To ensure that all NISA members and their communities have seamless and timely access to information resources, services and tools regardless of their geographic location. »To improve information services and support through increased resource sharing among NISA members. »To develop and maintain the necessary technology and administrative infrastructure for improved and timely access to NISA resources. » To promote, through innovative leadership, creative approaches to acquiring and sharing information products and services among NISA members and partners. »To establish working partnerships with other Agency entities that support the creation, management, and preservation of NASA intellectual assets. » To market and promote NISA services and tools throughout the Agency. IT and IM: Promises and Pitfalls —5— August 15, 2011

NASA Digital Library (NDL)  NISA project working toward integration of the NASA libraries to become the “NASA Digital Library”. »IT Driven »24x7 availability »Desktop access to full-text content (e-journals and e-books), subject specialists, resources, services and tools. »Increased access to NASA produced content »Access to externally published technical content »Shared fiscal responsibility »Reduced print collections »Reduced physical infrastructure IT and IM: Promises and Pitfalls —6— August 15, 2011

Pitfalls: IT and Culture Challenges IT and IM: Promises and Pitfalls —15— August 15, 2011

IT Challenges  Firewalls »NASA personnel cannot view websites of other Centers.  Trusted Relationships »Many cost-effective library solutions are hosted by the vendor. Services are often implemented in non-standard environments.  Increased collaboration with IT teams is necessary »Libraries have traditionally been responsible for maintaining their own information service environments. Information service managers don’t typically understand the increased need for IT governance.  Meeting User Expectation »Customer needs have changed. We need to deliver services to the customers in their space of choice. »Customers are familiar with personalized services from Google, B&N, Amazon etc. NASA information managers provide content that is suitable for world class research and desire to increase value added services to the customers. IT and IM: Promises and Pitfalls —16— August 15, 2011

Collaboration: IT and IM IT and IM: Promises and Pitfalls —17— August 15, 2011

Moving Forward  Firewall rules enabled for Agency information services and web spaces  Integrate library specific standards into IT governance (e.g. MARC-XML, Dublin Core, OpenURL) and mainstream technology standards into information services.  Facilitate the trusted relationship for established library vendors.  Establish guidelines for accessing and sharing information in the public domain to facilitate the development of NASA library specific web services. (e.g. Google book search API, OCLC’s developers network).  Establish approved processes for communicating with customers via chat and video. »Chat and video needs to have the ability to be offered as a service.  Establish guidelines for offering services via mobile technologies on both the Android and Apple platforms without firewall interference.
