Draft GEO Framework, Chapter 6 “Architecture” Architecture Subgroup / Group on Earth Observations Presented by Ivan DeLoatch (US) Subgroup Co-Chair Earth Observations Summit Observations to Users to Benefits

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy2 Presentation Outline 1. Purpose of Architecture Subgroup 2. Approach of Architecture Subgroup 3. Elements of the Draft Chapter 6 4. Issues Architecture

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy3 Purpose of Architecture Subgroup The Subgroup on Architecture will develop an architecture development strategy for a comprehensive, coordinated, and sustained Earth observation system or systems This includes in situ, airborne, and space-borne observations, and builds on existing activities, systems, and initiatives

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy4 Approach of Architecture Subgroup  Provide a concrete, structured, end-to-end approach to address the architecture needs  Working with other GEO Subgroups, consider concepts for technical operation; including data capture/ collection, processing, dissemination, storage/ archiving, exchange, products/ services, and telecommunications  Consider alternative architecture solutions  Recommend an architecture development strategy

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy5 Elements of the Architecture Chapter 6.1 Scope 6.2 Needs 6.3 Approach 6.4 Purpose 6.5 Principles 6.6 Key Parameters 6.7 Observing Systems Inventory 6.8 Alternative System Strategies 6.9 Idealized Earth Observations System(s)

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy6 6.2 Needs Architecture fits together strategies and systems to facilitate comprehensive, coordinated, and sustained Earth observations Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy7 6.2 Needs (continued)  Comprehensive architecture –  addresses a wide variety of decision makers and applications  encompasses in situ, mobile, airborne and satellite observations  includes future, current, and predecessor systems  Coordinated architecture –  leverages existing standards, policies, and programs worldwide  Sustained architecture –  address the need for continued, long-term financial and in-kind support for priority programs including relevant, agreed-upon research and development Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy8 6.3 Approach  Address current and new products needed for national, regional and global objectives  Identify observational gaps and overlaps  Assess investment planning methods for shared benefits and interests Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy9 6.3 Approach (continued)  Build on existing systems and prior descriptions of observational needs  Architecture should be adjustable, flexible, adaptable, and responsive to future needs  Key factors: cost effectiveness, technical feasibility, institutional feasibility, accuracy and continuity of data, and compatibility between different observations Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Purpose The purpose is to provide useful data and knowledge in order to  achieve better understanding, assessment and prediction of the entire Earth system  provide support for sound decision-making processes, and  contribute to socioeconomic dimensions Through these efforts, support sustainable development of mankind Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Principles  Give funding entities measures of value to citizens and society for Earth observations  Strengthen strategies and systems by appropriately integrating data, applications, and networks  Promote broad awareness of shared benefit Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Principles (continued)  Agree on high-level observational products ( User Requirements and Data Utilization )  Support a broad range of implementations  Document the quality of observations Elements of the Architecture Chapter graphic

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Principles (continued)  Share multi-scale data sets and model outputs, on a worldwide and long-term basis, using well ‑ defined service interfaces  Enhance decision support, including collaboration among private and public sectors  Improve compatibility of data formats by adopting or influencing the development of key standards Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Principles (continued)  Agree on and/or develop mechanisms for appropriate security  Enhance coverage, resolution, and quality by greater coordination of acquisition planning Elements of the Architecture Chapter  Improve accessibility of archives by converging and enhancing common search and data mining

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Key Parameters Key parameters will be based on a technical evaluation of the requirements and needs by “User Requirements and Outreach” Subgroup Some example areas may be:  Global warming and climatic changes  Land surface monitoring  Ocean monitoring  Water cycle  Disaster prevention and mitigation Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Observing Systems Inventory  In aggregate, the inventoried components must include all observations needed to satisfy the identified User Requirements and comply with the Data Utilization requirements.  The officially recognized inventory of member and participating organizations, and the components they support, will be maintained collectively under the auspices of the EOS program.  That inventory system will be publicly accessible, network distributed, and interoperable with other major Earth Observations inventories. Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Alternative System Strategies  A – New, single observing system. Single entity responsible for the new system; development and implementation of all observing components at high cost since it would not take advantage of the existing systems  B – Enhanced existing observing system with overall responsibility, comprised of all existing components. Maintain the mandate of all existing systems and undertake responsibility for all new observing systems  C - System of existing systems. Existing systems relinquish part of their mandates Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Alternative System Strategies D (recommended) - A virtual system of systems, supplemented by new observing components as and where required.  Existing systems maintain their mandates and new observing components are added  Interfaces are needed among observing components  Members and participating organizations  agree on interoperability specifications and  support a common network structure for exchange and dissemination of observational data  perform joint planning to identify gaps and avoid duplication Elements of the Architecture Chapter

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy Idealized System Components  Data Exchange and Dissemination: exchange and disseminate observational data and information Elements of the Architecture Chapter Observation Component Data Processing Component Data Exchange and Dissemination Component  Observation: acquire observations based on existing national, regional and global contributions  Data processing: process data into useful information

Group on Earth bservations Group on Earth bservations 29 November, 2003GEO-2 Baveno, Italy20 Issues from Architecture Subgroup  Does GEO endorse recommendation to pursue Alternative D (“virtual system of systems”) architecture?  Does GEO endorse that the scope includes end-user information products and services?  Architecture needs User Requirements Subgroup findings and systems inventories  A diagram showing EOS service components is offered for discussion
