Presentation transcript:

Operational Capability to be Provided: Micro-sized sound and temperature monitoring devices can be distributed in and around high risk agricultural communities and provide Early Warnings of crop related terrorist activities. These chip-based devices will automatically correlate Chirp Rate and Temperature and when a critical parameter is violated, an emitted radio signal with GPS embedded information will allow localization and investigation of the monitored area. If a cricket is heard to chirp 110 times per minute, the temperature is approximately 17.3 °C. If the chirp rate (CR) deviates from the temperature predicted rate (TPR), an anomaly in the environment has occurred and this will signal further investigation of the monitored area. This system is based on the insect’s health. Chemical, low level (dirty bomb) radiation, and various bacterial and viral agents cause an appreciable difference in activity. This difference is then utilized as the signal parameter which alerts sensors to a potential threat. BAA Number: Mission Area: Counter Terrorism Technologies Requirement Number: MINDTEL-QC Proposal Title: Agricultural Terrorist Attack Early Warning System: Organism-Based Sound Pattern Monitoring MINDTEL, LLC. 11/01/2001 Rough Order of Magnitude Cost and Schedule: Task 1 period of performance is 4 months, Tasks begin after completion of Task 1 for a period of 8 months. * Total performance period is 12 months Task 1 ROM cost of $250,000 Task 2 – 4 ROM cost of $1,000,000 * Total cost is $1,250,000 Deliverables: 1. Integrated and miniaturized Chirp/Temperature Sensing Device with GPS Radio Frequency emitter. 2. Portable Radio Transmission receiving module with GPS coordinate display. 3. Data deliverables: monthly status report, final report, test plans, test reports, specifications, computer program end items, user’s manual, drawings, transition plan. Corporate Information: MindTel, LLC., Dave Warner, M.D., Ph.D. – P.O. BOX Rancho Santa Fe, CA , (858) Proposed Technical Approach: New effort Our approach interprets naturally occurring organism-based sound patterns which can yield an early warning to agricultural Chemical, Nuclear and Bio-attacks. Scientific proof exists for predicting temperature by counting male “Cricket Chirps”. These insect stridulation (specialized front-wing rubbing) sound patterns are based on “Arrhenius” chemical reaction rates and ambient temperature. For the Snowy Tree Cricket (Oecanthus fultoni) degrees Celsius is the number of chirps in 7 seconds plus 5, degrees Fahrenheit is the number of chirps in 13 seconds plus 40. Task 1 - We will investigate specific modulation of emitted sound patterns based on Insect and other Organism exposure to various low level nuclear, chemical and biological toxins. Task 2 – Integrate: species specific Sound Wave Form Detection and Analysis, Ambient Temperature Analysis, GPS – Global Position Sensing, Radio Transmitter and Solar Power Supply. Task 3 – Component miniaturization and weather proof enclosure. Task 4 – Portable monitoring module able to receive radio transmissions and display embedded GPS signal.
