Pandemic Influenza Plan Plan Purpose Procedures for mitigating consequences of an influenza pandemic Define the roles, responsibilities, and actions of key stakeholders Describe the role of KCHD in coordinating a local response to an influenza pandemic.

Pandemic Phases Interpandemic Period Phase 1 – No new virus subtype in humans - Low Risk Phase 2 – Circulating animal influenza virus subtype - Low Risk Pandemic Alert Period Phase 3 – Human infection but no human-to-human spread -- Low Risk Phase 4 – Limited human-to-human spread -- Moderate Risk Phase 5 – Localized human-to-human spread -- Substantial Pandemic Risk Pandemic Period Phase 6 -- Increased and sustained transmission in general population Postpandemic Period Return to Interpandemic Period (Phase 1)
