Presentation and Workshop outline General overview of UAS airworthiness design standards –Military UAS –Civil UAS Highlight key airworthiness design standards areas Workshop Discussion Conclusions & Recommendations Raise important issues from this workshop to the joint closing session ( © British Crown Copyright 2009

Military and Civil UAS Airworthiness Design Standards © British Crown Copyright 2009

UAS Statistics Globally 974 civil and military UAS systems –Globally, 51% ( qty 505) systems are below 150kg MTOW –Globally, 30% (qty 300) are between 5kg- 30kg EU nations account for 21% (qty 224) systems –Within EU, 65% (qty 146) systems are below 150kg MTOW Although airworthiness design standards is work in progress, there are no airworthiness design standards recognised or applied across EU nations for sub 150kg UAS © British Crown Copyright 2009

Civil vs Military UAS sub 150kg Need to recognise sub 150kg UAS characterised broadly by: –Small mass –Limited range/endurance –Payload mass sensitive –Mass/power issues preclude Sense & Avoid in near term –Military missions very different from civil missions segregated airspace vs non-segregated © British Crown Copyright 2009

USAR Light Overview Based upon essential airworthiness requirements in EC216/2008 Annex I IT MOD chaired activity based upon recent and relevant military certification experience of a light UAV system Hybrid approach design safety target taken between existing civil codes; CS-22, VLA, ASTM F and STANAG 4671 experience Supplemented by safety arguments eg Def Stan Safety Management Requirements for Defence Systems Quality Management Systems ISO9001 or preferably AS9100 Work in progress, task to take approximately 18 months starting August 2009 through NATO FINAS working group

Workshop Topics For Consideration Role of EDA? –Single point contact for EU nations? –Formal relationship with competent bodies needed? Should/can EDA be recognised as focal point by EASA for sub 150 kg military UAS? Why try to harmonise civil and military UAS airworthiness design standards for sub 150 kg vehicles? –GAT vs Non GAT airspace usage Acceptance of essential military airworthiness requirements for sub 150kg UAS similar to EC216/2008 Annex I © British Crown Copyright 2009
