NAFSMA Concerns with Wetlands Guidance  Process  Doesn’t Clarify the Issues  Issues Specific to Flood Risk and Stormwater Management – basins, swales and ditches  New Ecological Biological Connection Will Expand jurisdiction over “adjacent” wetlands.  Operations and Maintenance of Flood Control Facilities – Does nothing to address this issue or provide clarity on this critical public safety issue.  Clarification of the examption for flood conrtol facilities  O&M – Need longer permits (10 years)
