Remember, a white object will reflect all colors. A black object will reflect no colors (absorbs them all). A blue object will keep all colors except blue, a red object will keep all colors except red, etc. Thus, since the dress is white, it will reflect all the colors including the blue light shining on it. The red flowers will keep all colors except red. Since the only light shining on the red flowers is blue, they keep the blue light and reflect no light. Therefore, the flowers appear black.
