Assignment 10 - Outline - 1 DON’T TAKE NOTES! ALL THAT FOLLOWS IS IN THE COURSE MATERIALS! The purpose of the term paper outline is to provide the structure for you to write the term paper itself. A good outline makes it easy to write a good paper! READ THE SAMPLE OUTLINE (PAGES OF THE SYLLABUS) THOROUGHLY BEFORE WRITING YOUR OUTLINE. ALSO READ THE SAMPLE TERM PAPER (PAGES OF THE SYLLABUS).

Assignment 10 - Outline - 2 Notice how the first section of her outline explains why her policy area, broadband internet policy, is important to study. I. Introduction A. Access to broadband communications has important economic and social implications.

This way, a “generalist” reader (e.g., middle level business manager, city manager, etc.), who may not be familiar with the term, but understands it when you explain “in ordinary language,” can follow the presentation.

Assignment 10 - Outline - 7 Additionally, a more technically oriented reader (e.g., a policy analyst) will know that you know, understand, and can apply policy analysis concepts. Thus, you are writing for TWO audiences. This will greatly enhance the employment value of your paper.

Assignment 10 - Outline - 8 Notice that her outline then compares each of the policies she analyzes on her four criteria: minimizing the technological difference between urban and rural areas, efficient and appropriate use of technology, promoting competition and administrative feasibility.

Thus, she takes the first criteria, minimizing the technological difference between urban and rural areas, and compares each program on that criteria. She then moves to the second criteria and compares each policy on that criteria. And so on.

Remember! 1. Do NOT advocate a particular policy or make “value judgments.” Remember, you’re an analyst, NOT an advocate. 2. Do NOT make statements that imply there is only one correct viewpoint (e.g., do NOT say something such as “any rational educated mind …”). 3. Do NOT use the first person or offer opinions (i.e., do NOT say “I think that …” or “I feel that”).
