Vocabulary  Democracy – a form of government in which power is held by the people either directly or indirectly through representation

Virginia House of Burgesses  In 1619, Virginia colonists met together at a church  These colonists formed the House of Burgesses, a group that would make and pass laws for the colony  The House was made up of the governor, his council and 15 other members who were elected by colonists  Men 17 years or older who owned land could vote the members to represent them
