ICER 2 Role of regulators is changing Traditionally, the focus of regulation was on: – economic regulation – keeping prices low – promoting efficiency in monopoly network activities Today, change and extension of many regulators’ responsibilities to: –Security of supply –Climate change, renewables –Innovation: smartness –Disadvantaged customers –Competition in liberalised markets –Provision of electricity in developing countries prices economics efficiency prices economics climate change efficiencySoS customers innovation

ICER Global Cooperation Among Energy Regulators Regulators must collaborate internationally to seek regulatory solutions to global issues ICER launched in Athens on 21 October 2009 at the world forum of energy regulation (WFER) IV Declaration issued by energy regulators with concrete commitments to take action on key issues Key themes of security of supply, climate change. Competitiveness and affordability, and Regulatory best practices 3
