Targets of organizational change Gains in efficiency, reduction of costs Maximizing quality of output More flexibility in meeting users needs Better inform users about data quality Increased used of existing (administrative) data

Effiency and quality gains in E&I processes Minimizing manual treatment by using selective and automatic editing as much as possible. Standardization of methods and tools across statistical programs Monitoring quality at different phases Continuous improvement (flexibility of tools, user parameterisation)

Human resources An organizational culture implies: A set of common understandings about The kind of goals that should be pursued. The approved standard ways to achieve these goals. This requires, among others Engagement of staff throughout the organization Information: documentation of best standard practices, communication of ideas and principles behind these practices. Education: training of the skills necessary to perform tasks in a new way and operate new tools.

Presentations Claude Poirier: The impact of a changing business architecture on editing Emma Bentley: Direction and system changes impacting on data editing and imputation Both papers give a broad perspective on changing the organizational culture. The target of change is described in terms of a high level organization wide business architecture. These papers than specialze to requirements for E&I processes that support change in the desired direction. Standardization of methods and tools plays a prominent role

Presentations Pauli Ollila: Bringing results of the E&I project to the production of statistics. About the development of best practices and recommendations for setting up E&I applications and how to implement these new directions for different applications. Philippe Brion: First elements relative to the data editing strategy used for the new system of French Structural Business Statistics. About a new single process for structural business statistics that replaces two processes. One for administrative data and one for survey data. Standardization across sources. Break (20 minutes)

Presentations Laur Ivan: A primer in ESS data editing as a dynamic stream: TRIS. Discusses an IT infrastructure for processing transport statistics for the different member countries in a harmonized way. Standardization across countries. Jean-Pierre Kent : Availability of data: from scarcity to profusion. Takes the reduction of costs and increase in timeliness of data editing to the extreme by making a case against any data editing at all. Sarah Green: Influencing change to implement a more effective editing strategy. About implementing a selective editing strategy and the necessary cultural changes: engagement of mangement and staff and embedding new editing principles in the organization.
