BUILDING STRONG ® Resiliency Think of it as the ability of a business or entity absorbing the effects of an event AND being able to get back up and respond. Resiliency can be applied to any activity. Family, Home, Travel, Business, Private and Public Sectors and Government

BUILDING STRONG ® Planning and Building Resiliency Resiliency Planning must be based on an “All Hazards” Analysis/Approach. (Leave nothing to chance if it will impact the ability to absorb the effects of an event. Small items can become very large during an event) Actions to increase resiliency must be conducted based on availability of funding and on a priority (rank them based on their impact assessment during an event analysis). Over planning and going with the flow could be an effective resiliency methodology – Takes real world multi level disaster event thinkers who have authority to act! (EM’s).

Multi Step Process: 1.Identify and convene with local experts 2.Conduct process education sessions 3.Conduct baseline inventory (gap analysis) 4.Develop draft action plan 5.Conduct Table Top and Functional Exercises 6.Hold After Action Meetings 7.Coordinate and Finalize efforts 8.Publish and Implement Strategies Key Short Cuts: County and State Emergency Operations Plan County and State Hazard Mitigation Plans Historical Event Data Field Assessments using engineering data from FPM, Public Works, Water Commissions etc.

BUILDING STRONG ® Hazard Vulnerability Analysis  Purpose. ► Review risks and vulnerabilities within a community from a specified type of events impact. ► Examines both the event itself, probability of occurrence, specific areas of a community effected, and what assets and resources can be targeted for a response. ► Lends to determine what you can do and what assistance is needed. (Gap Analysis) (Risk = Probability + Severity)

Key Short Cuts Order of Tasks: County and State Emergency Operations Plan Review Risk and Hazard Analysis Determination County and State Hazard Mitigation Plans Assess Plans Major threat rankings and historical mitigation efforts. State Lead Team? Historical Event Data What were the resources and equipment for the actual event. Then determine if it was the worst case scenario. Field Assessments using engineering data from FPM, Public Works, Water Commissions etc. Project data. Bond support projects. Regularly scheduled maintenance efforts
