ESARBICA RESOLUTIONS Preamble We the participants to the 21 st Biennial conference of the Eastern and Southern Africa Regional Branch of the International Council on Archives on “Access to Information in Support of Public Sector Reforms” held at the Joaquim Chissano International Conference Centre in Maputo, Mozambique from 6 th to 10 th June 2011 wish to the thank the Government, the Universidade Eduardo Mondlane and People of the Republic of Mozambique for the warm hospitality, transport arrangements, conference facilities and organization of the conference.

ESARBICA RESOLUTIONS Bearing in mind that access to information is predicated on well organized and managed records express and commit ourselves to: 1.Promoting archives and records management services to facilitate access and use of information. 2.Encouraging all ESARBICA member states to prepare and implement institutional records management disaster plans in their respective countries.

ESARBICA RESOLUTIONS 3. Developing centers of excellence in different aspects of archives and records management spread across the region. 4.Promoting the archives and records management profession so that it gets the recognition and support it deserves.

ESARBICA RESOLUTIONS 5. Encouraging greater engagements with senior management and politicians to get buy in and support. 6. Fostering partnerships with the Information and Communications Technology industry so as to address the challenges in management of records.

ESARBICA RESOLUTIONS 7. Encouraging ESARBICA member states to develop records management toolkits and in so doing benchmark with other available toolkits developed by PARBICA, IRMT and others. 8. Working collaboratively with other partners and stakeholders to assist in the repatriation of the remaining migrated archives

ESARBICA RESOLUTIONS 9. Fostering partnerships with regional aid agencies and funding bodies to support ESARBICA activities. 10. Encouraging national archival institutions to foster and support all efforts towards the preservation of Audiovisual Archives in their respective countries.

ESARBICA RESOLUTIONS 11. Encouraging ESARBICA member states to work closely with the African Union and other related organizations to support its agenda. 12. Promoting capacity building for young and upcoming archivists and records managers focusing on research and development.

ESARBICA RESOLUTIONS 13. Encouraging ESARBICA member countries to establish national committees of UNESCO’s Memory of the World Programme which will then work closely with the African Regional Committee.
