 Early stages of determining how, where, and which alternative uses of ROW might be accommodated.  Multidisciplinary, cut across many program areas, and often involve coordination with “new” partners to DOTs.  Projects are not clear cut; DOTs still have many questions.

Advantages:  Facilitates delivery when owner is not available in a location with personal access  Creates secure delivery with electronic evidence  More efficient than certified mail with return receipt Disadvantages:  Does not facilitate explanation of valuation/acquisition of property  Require a personal meeting with owner

 Government agencies must compile, maintain and store official records documenting the agency’s compliance with all applicable Federal and State laws.
