The GBPC Organization The GBPC is non-profit corporation. The GBPC is governed by a Board of Directors, comprised of 10 member Chiefs of Police. The GBPC Office is located in Waltham, Massachusetts.

Membership The GBPC currently has over 300 municipal, state, and federal agency members! The GBPC offers three membership levels: Full BAPERN Membership Contributing Membership Associate Membership

Services The GBPC maintains an integrated public safety communication system and provides training and collective purchasing services for the benefit of its member agencies and their communities.

Radio Communications Interoperability GBPC has maintained the Boston Area Police Emergency Radio Network (BAPERN) since its inception in the early 1970’s. BAPERN is the only regional public safety inter- operational radio system in Eastern Massachusetts. BAPERN a simulcast system that currently serves more than 120 law enforcement agencies. Member agencies use BAPERN internally as a backup to their primary channel, as well as for system-wide or district-wide communications in the event of a major incident.

Training The GBPC provides National Incident Management System (NIMS) based Incident Command System (ICS). Training is provided to law enforcement, fire, emergency medical services and other municipal personnel. This program is a combination of classroom instruction and practical hands-on scenarios utilizing simulation exercises conducted on a 96 square foot “Model City Simulator”©. ICS training may be scheduled at the request of both member and non-member departments and organizations.

Collective Purchasing The GBPC administers a cooperative purchasing program for items such as police cruisers, medium and heavy duty trucks, motorcycles, hybrid vehicles, and numerous other industry specific commodities. All BAPERN members, as well as any member joining the GBPC as an ASSOCIATE member, is entitled to purchase equipment from this collective bid program. Since 2004, the GBPC has partnered with the Metropolitan Area Planning Council, who acts as purchasing agent for the GBPC and issues all bids and contracts in compliance with Chapter 30B.
