Students in Rural Districts, where fewer than one percent of tested students were LEP, showed the largest percentage increase. The smallest performance increase was in New York City, where about 77 percent of tested LEP students were enrolled.

The percentage of students meeting the Standards increased in all racial/ethnic groups except Hispanics.
