2 Move Update Effective Nov. 23, 2008  Increased frequency of Move Update from 185 days to 95 days for First-ClassMail® Presorted mailings  Move Update required for all mailpieces claiming Standard Mail® prices (letters, flats, parcels and Not Flat-Machinables)  To meet the Move Update standard, mailers must be using addresses that have been updated using an approved method within 95 days prior to the mailing date  First-Class Mail or Standard Mail mailpieces that use an alternative address format are not required to meet the Move Update standard

3 Move Update Verification  Signature on the postage statement by either the mail owner or mailing agent certifies compliance  Postage statements indicate Move Update method  Mailers must record Move Update method  Move Update reports furnished at sites with MERLIN

8  An environment where mailers produce mail over a period of time, which is then released for transport at varying intervals  The postage statement is presented at the end of mail production  USPS clerks must determine verification needs prior to receiving postage statement  Verifications are performed prior to the arrival or processing of postage statements  Additional postage for failed verifications is based upon postage statement information for the selected sample or on alternate agreement with the mailer Continuous Mailing Environment

23 Access the MicroStrategy Reports  In the Mail Quality Reporting, select “Address Quality Report”

24 Access the MicroStrategy Reports  In the Address Quality Report prompt, be sure to select “All Areas” as the Location filter (additional filter such as Date Ranges and Mail Classes can also be specified)

26 Access the MicroStrategy Reports  On the Issues Breakdown level, users will see the total pieces in each range, and can drill down further to the Piece Detail by right-clicking on the facility to bring up the drill menu Right-click to bring up the drill menu

28 Move Update Verification  Verifications being performed at sites with MERLIN  Threshold effective January, 2010 » Must be more than 5 pieces with COA that were not updated » Passing score requires 70% or more of the COAs must be updated » First-Class Mail and Standard Mail assessed at 7 cents for each piece  Current appeal process applies

29 Additional Postage Calculation  Only failed pieces above tolerance pay fee » If 40% of COAs not-updated » Additional postage applied to 10% (= 40% - 30%) of mailing » Fee is $0.07 for both First-Class and Standard Mail » Failed COAs Total COAs % ] *.07 * (pcs in mailing) [

30 Move Update for Combined Mailings  Assessment can be targeted to only clients with issues - if there are no more than 3 clients with issues in the mailing  Penalty will be re-calculated to be applied to only the clients with issues » Example: Mailing size is 1,000,000 for 10 clients, only 2 clients were found with Move Update issues » The 2 clients account for only 5,000 pieces in the mailing » Move Update penalty will be re-calculated based on only 5,000 pieces in this example

31 Move Update for Combined Mailings  A Multi-client Worksheet will be available to assist the calculation of the adjusted penalty  The inputs are the clients description and the pieces for the clients in the mailing

34 Q) What NCOA Link ® Matching Logic/Rules are Used to Determine Change-of-Address Matches? A)Standard NCOA Link Matching Logic is Used. If the Return Code is A, 91, 92, 2, or 3, it is Considered a Match. All other Return Codes are Ignored. This Means That Any Addresses that are Provided a New Address by NCOA Link, and any PO-Box-Closed or Move-Left-No- Address are Considered Matches. Frequently Asked Questions

35 Q) Are Mailpieces With Only a 5-digit Barcode Checked? A)No. If the Mailpiece Does Not Have an 11-Digit Barcode the Address is Not Checked for Move Update Compliance. Q) How are Changes-of-Address with Retroactive Move Dates Handled? A) The Date the Change-of-Address First Became Available, Advanced to the Next NCOA Link Product Release Date, Is the Date Used for Evaluating Move Update Compliance. Frequently Asked Questions

36 Q) How are Mailpieces Using Or Current Resident Handled? A)If a Mailpiece Contains “Or Current Resident” in the Address Block the Address is Not Tested for Move Update Compliance. Note, it is Necessary for “Or Current Resident” to be Contained in the Address Block for MERLIN to Pass it to AQVS. Q)What if my Customer Has Told Me to Send Mail to an Address That AQVS Determines to be an “Old” Address? A)If the Mailpiece Continues to Use the “Old” Address Where a Change-of-Address is on Record, it will be Considered Non-Compliant if the Customer Moved More Than 95 Days Ago. 37 Q) If I Use an Approved Alternative Method, Am I Still Subject to the Address Quality Validation System Review for Move Update Compliance? A) Yes. Addresses that are Covered by an Alternative Method are Still Checked by the AQVS Process and Information is Fed to PostalOne! for Evaluation. Where an Approved Alternative Method is Used, this Would be Taken into Consideration by the Acceptance Clerk. Frequently Asked Questions
