GSA Non-Federal Recipient Reporting Tool 1

Reporting Authority 40 U.S.C. Sec Annual executive agency reports on excess personal property FMR § —Is there any reporting requirement on the disposition of excess personal property? Yes, you must report annually to GSA personal property furnished in any manner in that year to any non-Federal recipients, with respect to property obtained as excess or as property determined to be no longer required for the purposes of the appropriation from which it was purchased 2

GSA BULLETIN FMR B-27 Annual Executive Agency Reports on Excess and Exchange/Sale Personal Property Annual report of personal property furnished to non-Federal recipients (Non-Federal Recipients Report). Pursuant to 40 U.S.C. 529, executive agencies must submit to GSA, following the close of each fiscal year, an annual report of personal property furnished to any non-Federal recipient during the previous fiscal year. In addition, Executive Order (EO) requires agencies to report to GSA any excess computers and related peripheral equipment that is transferred directly to schools and nonprofit educational institutions (see also 41 CFR ). Requirements for the report, including EO report requirements, are contained in FMR and (41 CFR and ). Agencies that do not furnish property to a non-Federal recipient during the report period must submit a negative report. 3

GSA BULLETIN FMR B-34 Disposal of Federal Electronic Assets On October 5, 2009, President Obama signed Executive Order (E.O.) 13514, Federal Leadership in Environmental, Energy, and Economic Performance, to “create a clean energy economy that will increase the nation’s prosperity, promote energy security, protect the interests of taxpayers, and safeguard the health of our environment.” In order to accomplish these goals, the E.O. stated that the Federal Government must lead by example. To fulfill the requirements of the E.O., an Interagency Task Force on Electronics Stewardship was formed; co-chaired by the White House Council on Environmental Quality, the Environmental Protection Agency, and the General Services Administration (GSA). On July 20, 2011, the Task Force issued its report, National Strategy for Electronic Stewardship, which provided recommendations to Federal agencies regarding meeting the objectives of E.O for the reuse and disposal of FEA. The recommendations included one that tasked GSA with developing the guidance in this Bulletin. Reporting In accordance with GSA FMR Bulletin B-27 (July 22, 2010), submit an annual report of personal property furnished to non-Federal recipients (Non-Federal Recipients Report). The reporting tool has been updated to capture disposal information regarding property provided or conveyed to a much wider range of non-Federal entities, including, but not limited to, schools, state and local governments, contractors, grantees, donees, vendors (under either the exchange/sale provisions or under vendor take-back provisions), sales recipients, certified recyclers and refurbishers, landfills, incinerators, and trash disposal companies. 4

INL Reporting Tool Logon to the Reporting Tool at Record the required data in the GSA Non-Fed Report excel spreadsheet or input data into the input screen If using Spreadsheet, Open the spreadsheet and save it to your computer as FY 2013 Non-Fed Report for (type in agency name) Open the excel spreadsheet and click on the Data tab. Follow the guidance provided in the following slides. Provide the completed report to GSA NLT 90 Days after close of FY 6

FSC Place your cursor in the FSC Group (FSG) box and click, notice that a small down arrow will appear. Click on the down arrow and a drop down menu will appear. Select the appropriate FSC Group. Type in the Original Acquisition Cost. (Value must be whole dollars, no cents) You only need to record one line per recipient; per FSG, per authority; however, you must keep a running total of the original acquisition cost. 11

Entering data Type in the Recipient Name and Zip Code. Place your cursor in the Authority box and click, notice that a small down arrow will appear.
