Short and Long Range Water Supply Planning and Aquifer Performance Test (APT)

Strategic Action Plan and Council Goals GOAL 1 : Expansion To anticipate the need for additional services and infrastructure to provide opportunities for mixed use development with goods, services, and employment. Objective 1.2 To assess the need to expand infrastructure for sustainable growth Strategy 1.2.2: Coordinate facility capacity upgrades to meet the City’s growth needs appropriately

Capacity Distribution Capacity – how much water can the pumping, piping and storage deliver to the customers, including fire flow (measured in gallons per minute and psi of pressure) Permitted Design Capacity – how much water you are allowed to treat (measured in million gallons per day (MGD) at the treatment plants Wellfield Capacity – how much water can your wellfield infrastructure deliver to the treatment plants (measured in million gallons per day (MGD) and/or gallons per minute) Source Water Allocation - how much raw water will the St Johns River Water Management District permit you to pull out of the ground (measured in million gallons per day (MGD) based on an annual average day)

How Much Supply Capacity Need to Reserve Permitted Source Water Allocation Capacity and Wellfield Capacity to Allow for Growth and Water Quality Protection that includes: Planning, Funding, Permitting, Design, Construction, Maintenance, Rotation and Resting ≈ 3.0 MGD more than current average day system demand flow Need Enough Wells to Allow for Rotational Operations and Resting to Maintain Water Quality ≈ 10 wells at 0.3 MGD each, (actual well rates determined by an impact analysis) Wellfield Capacity Planned for in the Five (5) year C.I.P.

Water Supply Improvements Planned in Current 5 year C.I.P – Complete APT towards developing an alternative water supply -$550, with a 33% SJRWMD Cost Share Match of $164, – WTP #2 Wellfield Expansion - $3,310, – Well Construction Replacements - $250, per year

Recommendations Based on the timeframes needed to determine availability, develop the impact analysis and implement the use of brackish water for supply to WTP #3, staff recommends starting the investigation at this time. In following Council’s goals, staff recommends that City Council approve the Aquifer Performance Test (APT) project at this time
