No Child Left Behind (NCLB) Introductions No Child Left Behind Requirements Definition of Private Non Profit (PNP) Overview of Federal Programs

NCLB Requirements The Elementary and Secondary Education Act, reauthorized by the No Child Left Behind Act of 2001, provides benefits to private school students and their families, teachers and other education personnel, including those in religiously affiliated schools.

Definition of Private Non Profit According to NCLB, a school is considered to be PNP if it has an official nonprofit status which will be documented through the IRS. The statute states that the school’s net earnings do not benefit any private shareholder or entity.

Federal Program Guidelines - PNP Districts must set aside a proportionate amount of federal funds for private non profit school students Money cannot be given directly to the PNP Districts must consult with PNPs on needs and spend set aside amounts appropriately on their behalf

Communications with PNPs The district must consult with participating PNPs throughout the year. Methods include: – On-site visits – Phone – – Letters – Meetings

Overview of NCLB Federal Programs Title I, Part A Title I, Part C Migrant Title II, Part A, Teacher and Principal Training Title III, LEP Title III, Immigrant

Title I, Part A Provides additional academic assistance for students who are failing or in danger of failing to meet academic standards Program funding is based on student income and address Student selection for services is based on multiple educational criteria and address

Title I, Part A A PNP could have students enrolled who live in more than one district attendance area. In that case, the PNP could access Title I services from more than one district. In this meeting, we can only discuss our district, but the program works the same way in other districts.

Title I, Part A – Step 1 Funding amount is based on the numbers of low income students at the PNP who reside within a participating Title I attendance area Low income is based on federal guidelines In the spring, the PNP submits information for students who meet the low income guidelines (address, grade level)

Title I, Part A – Step 2 The district calculates the set aside amount. If there are no students who meet the low income criteria, Title I services cannot be provided.

Title I, Part A – Step 3 Students are selected for services based on multiple criteria for academic need (not income). Served students must also live in a Title I attendance area as well as show academic need.

Title I, Part A Summary Student Funding Reside within a public school attendance area of a participating Title I school AND Meet the low income level used for determining low income status Student Eligibility Reside within a public school attendance area of a participating Title I school AND Meet the educational eligibility criteria established by the district

Title I, Part A Services Services are designed based on needs through on-going consultation. Services include specialized instruction for targeted students outside the regular instructional program. Additional Title I funds are reserved to provide parent involvement and professional development activities for parents and classroom teachers of the served students.

Title I, Part C - Migrant The district will follow federal procedures to clarify migrant status and identify student needs. The district will follow up through consultation to determine student needs and program activities.

Title II, Part A The goal of Title II, Part A is to increase academic achievement of all students by helping schools improve teacher and principal quality and ensure that teachers are highly qualified. The focus of Title II is on improving instruction in order to help students.

Title II, Part A Professional development services for PNP teachers must be secular, neutral, and non- ideological. Services for PNPs must be based on needs. Specific services, logistics, and assessment will be determined through consultation with PNP staff.

Title III, Part A - LEP and Immigrant The purpose is to ensure that eligible students attain English proficiency and high levels of academic English.

Title III, Part A, LEP Provides services for students identified as Limited English Proficient (LEP) Students are identified as LEP by the district in which the PNP is located based on state guidelines. Set aside amounts are set by the district based on numbers of participating students.

Title III, Part A - Immigrant Provides services for students identified as Immigrant Students are identified as immigrant at the PNP by the district based on state criteria. Set aside amounts are set by the district based on numbers of participating students.

Title III, Part A – LEP and Immigrant Example student services may include – Purchasing instructional materials and software – Hiring tutors to work with students Professional development for PNP teachers will be provided to increase teacher quality in the development aspects of second language learners

Title III, Part A – LEP and Immigrant District will work with PNP on the following: – Set testing dates for student identification – Set purpose, identify goals and procedures to meet educational needs of LEP and/or Immigrant students – Work with PNP to purchase materials and software – Develop staff development plan – Measure progress and evaluate effectiveness of program and services

Conclusion All services through federal programs are based on needs. Funds generated by PNP students are to be used to impact instruction for the current funding year. All federal funds must supplement, not supplant. Federal funds are focused, measurable, and accountable.
