Workshop on Methodology for the Compilation of Supply Utilization Accounts and Food Balance Sheets: Challenges and Proposals for Improvement FAO Headquarters, Rome, Italy, 13 July 2010 Proposed prototype (PP) the PP inserts automatically many conversion factors for SUA-elements (Feed, Seed, Waste etc.) the PP imputes missing production to cover traded product when exports are greater than imports otherwise imports contribute directly to supply the PP creates multiple process/input sub- elements to trace the flow of processing as well as estimate proportion of utilization

When only trade data are available the PP completes production estimates if exports are higher than imports which currently remain unbalanced and not included in totals. The PP trace multiple processing / input data flows avoiding manual or automatized calculations that can create errors, so called negative processing (input amount higher than processing amount).

To create the India partial PP (65% DESpc) took one week (only once) saving 25% time but for next year exercise it would save 20% of first time plus better quality of work. The PP avoids calculations producing negative domestic supplies.

Workshop on Methodology for the Compilation of Supply Utilization Accounts and Food Balance Sheets: Challenges and Proposals for Improvement FAO Headquarters, Rome, Italy, 13 July 2010 Aspects for further consideration (limitations?) This is a delicate task and time consuming, for example, Uganda took one week, but needed only once; current processing may take one to four weeks depending on the country. The conversion factors for SUA elements should be as accurate as possible in order to have the amounts at the same level as reported by the country (or neighboring countries if own data not available). The supply utilization accounts (SUA) should be as reliable as possible in order to obtain balanced accounts for each item when aggregated and converted back to primary product status. The creation of multiple processing / input flow, with relative proportions, is the most difficult and challenging step in the PP building process.
