2 Southern Ute Indian Tribe  Southwestern Colorado  Reservation – heavily “checker- boarded” ~ 338,000 acres (trust lands) ~ 342,000 acres (fee lands, including National Forest land)

3 4-Corners Area  Encompasses significant amounts of natural resources –Natural Gas –Coal

4 Southern Ute Indian Tribe  Plays “active” role in balancing economic development of its natural resources and preserving environmental quality of reservation… –“Major player” in development of its natural gas, while remaining cognizant of the environment –Development of tribal environmental regulatory programs Air & Water Quality

5 GF & SECMG  What is the Growth Fund? –Side of Tribal Organization that deals with economic development. Comprised of several business enterprises (9)  What is SECMG? –Department under the Growth Fund, providing variety of EHS services to the GF Enterprises… …fully dedicated to safety and environmental protection and compliance in all operations on and off Tribal Lands; …implementing “Best Management Practices” in all operations; and …we will endeavor to develop and maintain effective working relationships and partnerships with Tribal entities, regulatory agencies and communities.

8 With increased development of mineral resources comes the increase need for environmentally conscious business operations…  Tribal enterprises establishing the standard in operating practices on the Reservation… –At times, Tribal EP or Federal EPA may lack a regulatory oversight program, SECMG will then work closely with the Tribal Enterprise… …in implementing Best Management Practices… …in ensuring that all enterprise operations are conducted in a safe & environmentally conscientious manner and …in achieving full compliance with existing safety & environmental laws, rules, regulations, & performance standards  Like any other private corporation, company,…Tribal Enterprises subject to respective jurisdictional CAA authority (i.e. USEPA, Tribe, State)
