Fall 2010 Mississippi Department of Education Office of Instructional Enhancement and Internal Operations/Office of Special Education 2 SPP/APR Updates Current SPP is set to expire in FFY 2010 (School Year ) OSEP has decided to extend current SPP for 2 more years – to FFY 2012 – in anticipation of reauthorization of IDEA Targets will continue to increase at the set rate Revised SPP is due February 1, 2011

Indicator 14 – Will report with new categories Indicator 1 and 2 – Targets will be aligned with Title I of the ESEA Indicator 4b – Formerly part of Indicator 9 (Significant Discrepancy by Race in Discipline Data)

Fall 2010 Mississippi Department of Education Office of Instructional Enhancement and Internal Operations/Office of Special Education 5 FFY 2009 Letters Several letters have been sent out – more to come Letters are always a two-step process  Data makes district appear noncompliant; District responds to verify or offer evidence of compliance  If district is STILL found noncompliant after response, findings are issued

Fall 2010 Mississippi Department of Education Office of Instructional Enhancement and Internal Operations/Office of Special Education 6 FFY 2009 Letters If a written finding is issued:  Districts will be placed on an Improvement Plan  District must monitor data for a set time period (i.e. 6 months)  Original noncompliance must be corrected  A review of separate future data must display 100% compliance in order to be cleared

Fall 2010 Mississippi Department of Education Office of Instructional Enhancement and Internal Operations/Office of Special Education 7 Indicator 12 FFY 2009 Indicator 12 – Percent of eligible children referred from Part C to Part B who have an IEP developed and implemented by their 3 rd birthday.  Not applicable if child is referred from Part C within 90 days of their 3 rd birthday.

Fall 2010 Mississippi Department of Education Office of Instructional Enhancement and Internal Operations/Office of Special Education 8 Indicator 12 FFY 2009 FFY 2009 Preliminary Data  Many children still on No Match Reports for school year  Be sure to check the Match Report too! –Several children were matched to MSIS IDs but did not have an IEP Date in MSIS  Districts will have opportunity to verify data through letter response

Child Find Screen and Reports  Replaces portion of Intervention Screen related to initial rulings  All initial ruling information will now be collected on the Child Find Screen  Some initial information will also need to be entered on Student Update Screen (Eligibility and IEP dates)

Fall 2010 Mississippi Department of Education Office of Instructional Enhancement and Internal Operations/Office of Special Education 14 Child Find Screen Must report on ALL children evaluated – whether or not they are determined eligible for services This means you will need to request MSIS IDs for all children who are evaluated, even those not eligible. Place them in their future resident school, not school 500. Be careful not to duplicate the ID when the child starts attending the school.
