UNCTAD review mechanisms UNCTAD is the UN Focal Point within the UN system for the integrated treatment of trade and development and interrelated issues in the areas of finance, technology, investment and sustainable development Governing body is the Trade and Development Board (Geneva) 2 Commissions (2 weeks meeting each) Trade and Development & Investment and Development Reports to GA through ECOSOC 7 Flagship & 6 SG Reports Proposes that the Post-2015 DA should aim at:  a new paradigm to achieve poverty reduction, socially inclusive & green economy via economic structural transformation  a revitalized global partnership that leverage trade, investment, technology, entrepreneurship, finance and other “enablers” for SD

Based on institutional experience  With national policy reviews (of trade policy, services, trade and gender, technology and innovation, debt management) and peer reviews (investment policy, competition policy), and regional reviews (investment policies).  With CEB Inter-agency Cluster on Trade and Productive Capacity  Involvement in the MDGs monitoring exercise, as well as in the assessment by the MDGs Gap Task Force.  Experience with the 2 main institutional changes in the multilateral system in Geneva:  the Universal Periodic Review (brought about by change of the Human Rights Commission into the Human Rights Council in 2006) &  the Trade Policy Review Mechanism institutionalized in 1995 when the WTO succeeded the General Agreement on Tariffs and Trade  And others such as the OECD environment policy reviews and African Peer Review Mechanism

Sample UNCTAD Policy review mechanisms UNCTAD has a wealth of well-tested tools to review policies and offer technical assistance on demand to Member States 1.Investment Policy Reviews (42 national, 1 regional) 2.Trade Policy Framework Reviews (40 country/regional) 3.Services Policy Reviews (12 national) 4.Voluntary Peer Reviews on Competition Law and Policy (18) 5.Science, Technology and Innovation Policy Reviews (9) 6.E-commerce and Law Reform Programme (60) 7.Entrepreneurship Policy Framework (~40) [one adapted to youth in August]

How to integrate into/connect to the overall SDG global review mechanism? Country level: Participatory & includes: 1.progress made in the achievement of SDGs 2.means of implementation at the disposal of the particular country 3.policy coherence review 4.challenges faced by member states & 5.the functioning of multi-stakeholder partnerships in support of member states efforts Regional level focus on promoting cooperation and collaboration of government actions and peer review Thematic and policy reviews at all levels: UN agencies, funds, and programmes, based on existing reviews 1.Identify challenges and bottlenecks in implementation, in areas of their expertise/mandate & 2.Identify and mobilize actions to redress such challenges, Which can be shared at the HLPF – Global Level 1.Enable holistic assessment of synergies across different themes at all levels, & 2.Spill-over effects of actions by one country (or group of countries) on other countries, & 3.Achievement at the global level of the SDGs. 4.Identify countries or segments of the world population that are left behind and develop palliative measures Source: UNTT concept note for Post 2015 Summit Interactive dialogue 6: Renewed Partnership
