Section 101A and Rules - Electronic communication for Customs & Excise purposes. Register as a user to communicate electronically with Customs. Details concerning registration can found under Section 1.6 to the SARS EDI User Manual*. a)Submit a completed Form DA185.4A6 to Lehae la SARS, EDI REGISTRATION, 299 Bronkhorst Street, Nieuw Muckleneuk, for attention: Mrs. Rita Burger. b)Follow the EDI/PKI application procedure on SARS web site. Section 8 – Reports of cargo landed and unpacked and packed or loaded must be in the form and at such times as may be specified by rule. Rule RegistrationRegister as a cargo reporter (Form DA8), and enter into a user agreement* with Customs to transact cargo reports electronically. Pre-Arrival Manifest: Any person submitting a manifest must ensure that the relevant Master Transport Document Number or Transport Document Number, as applicable, is unique and is not duplicated on another manifest before the expiry of a period of two years after submission of the original manifest with such number to the Manifest Acquittal System. Pre-arrival manifests for cargo carried by an aircraft and intended for landing in the Republic must, subject to such exceptions as the Commissioner may authorise, be submitted by the carrier; or master cargo carrier. Final Manifest: Final manifests of cargo imported by aircraft must be submitted by the carrier or master cargo carrier. Final manifests of cargo imported by aircraft must be submitted by the cargo carrier, groupage operator and courier within the times specified for pre-arrival manifests. Pre-arrival manifests must be submitted— a)not later than 4 hours before the arrival of the aircraft at the first place of discharge in the Republic where the journey from the place of loading, to which that manifest relates, to the first place of discharge in the Republic is likely to take not less than 6 hours; b)not later than 2 hours before the arrival of the aircraft at the first place of discharge in the Republic where the journey from the place of loading, to which that manifest relates, to the first place of discharge in the Republic is likely to take between 6 and 4 hours; c)not later than 1 hour before the arrival of the aircraft at the first place of discharge in the Republic where the journey from a place of loading, to which the manifest relates, to the first place of discharge in the Republic is likely to take between 4 and 2 hours; or d)not later than 30 minutes before the arrival of the aircraft at the first place of discharge in the Republic where the journey from the place of loading, to which that manifest relates, to the first place of discharge in the Republic is likely to take less than 2 hours.
