Pioneering Science and Technology Office of Science U.S. Department of Energy 2 There are now three APEC funds to support projects 1. TILF, Trade and Investment Liberalization Support Fund 2. Operational Account 3. APEC Support Fund: started in 2005 to support strong ECOTECH linkages, and funded by Australia ECOTECH- Economic and Technology Cooperation Themes -developing human capital; -developing stable, safe and efficient capital markets; -strengthening economic infrastructure; -harnessing technologies for the future; -promoting environmentally sustainable development; - encouraging the growth of SMEs (small- and medium-sized enterprises).

Pioneering Science and Technology Office of Science U.S. Department of Energy 3 New EGNRET Projects Funded in 2005 : Project 1 APEC 21 st Century Renewable Energy Development Initiative (Collaborative V III) Local Banks Training Program for Financing Energy Efficiency and Renewable Energy Projects. (TILF Mexico lead, $100,000 total/$50,000 APEC) cosponsors: China, New Zealand, USA Purpose: Building capacity in local banking institutions to finance energy efficiency and renewable energy projects. It is necessary to make banking institutions aware of the benefits and real risks related to renewable energy and energy efficiency projects, in order to promote the establishment of loan guarantee funds, revolving funds, lines of credits and any other financial mechanism that can help make it easier for energy end users and project developers to access financing.

Pioneering Science and Technology Office of Science U.S. Department of Energy 5 New EGNRET Projects Funded in 2005 : Project 2  APEC 21 st Century Renewable Energy Development Initiative (Collaborative V I) Evaluation of the Role of Village Power Applications in Response to the Tsunami Recovery Effort. (ASF, USA lead, $75,000 total/$50,000 APEC) cosponsors: ) Australia, China, Indonesia, Hong Kong China, Chinese Taipei, Japan, Korea, Thailand  The objective of this project is to examine the role of village power applications in the tsunami recovery effort. An understanding of how village power applications played roles in this tsunami recovery effort and what obstacles might have been present that prevented more use of them, will significantly benefit APEC member economies, as well as non- member economies

Pioneering Science and Technology Office of Science U.S. Department of Energy 6 Activities of Tsunami Recovery Project Review village power applications that the tsunami affected economies utilized for urgent response for temporary recovery, and in permanent reconstruction of tsunami affected areas in APEC member economies. 2. Review obstacles that prevented an adoption of village power applications in both temporary recovery and permanent reconstruction. 3. Review the applicability of lessons learned from existing village power programs to the tsunami affected areas. 4. From the lessons learned, make recommendations on the appropriate new and renewable energy technologies that could be utilized in future disaster response activities. 5. Develop a draft final report based on information gained in 1- 4 and circulate to EGNRET members and other key stakeholders contacted for comment. 6. Prepare and disseminate a final report based on EGNRET and stakeholders comments

Pioneering Science and Technology Office of Science U.S. Department of Energy 7 New EGNRET Projects Funded in 2005: Project 3 APEC 21 st Century Renewable Energy Development Initiative (Collaborative V III) Information Sharing on Financing Public Sector Energy Efficiency and Renewable Energy Projects. (OA USA lead, $75,000 total/$50,000 APEC) cosponsors: China, Mexico, New Zealand Objective: This project will strengthen and accelerate the financing of energy efficiency and renewable energy projects, especially in government facilities, by reducing transaction costs to all parties – public and private – through the compilation, review, and dissemination of web-based information on best practices, model language, and key lessons learned from clean energy financing activities throughout the APEC region and beyond.

The system design will build on the successful model of APEC’s Energy Standards Information System (

Pioneering Science and Technology Office of Science U.S. Department of Energy 9 New EGNRET Projects Funded in 2005: Project 4  APEC 21 st Century Renewable Energy Development Initiative (Collaborative V I) Renewable Energy Products Database: Paving the Way for Deployment of Renewable Energy. (OA Thailand lead, $75,000 total/$50,000 APEC) cosponsors: Australia, Mexico, New Zealand, USA This proposal would support development of a web-based database of applied renewable energy products from APEC economies, such as solar refrigerators, wind-driven water pumps, solar lanterns, and solar radios, as well as integrated power production systems. The database would be streamlined by product and would include performance, cost, and compatibility information.

Pioneering Science and Technology Office of Science U.S. Department of Energy 10 Activities of Renewable Energy Products Database 1) Identify the existing renewable energy products databases and renewable energy products experts and marketers in APEC economies who will take part in the project. 2) Create a framework for gathering the necessary information based on discussions with experts and marketers identified in Step 1. 3) Distribute the framework developed in Sept 2 to participants identified in Step 1 4) Develop in initial products listing based on information received from project participants. 5) Revise the initial projects listing with additional information gained fromdirectly contacting experts and marketers in APEC member economies to construct a draft database and present to results to the Expert Group on New and Renewable Energy Technologies (EGNRET). 6) Develop a final database and project report both based on comments received from the EGNRET.

Does the proposal clearly state which APEC priority theme will be addressed? 2. If the proposed project is not linked to the six priority themes then is it still justified? 3. Will the objectives clearly contribute to the priority theme? 4. Are the objectives measurable and achievable? 5. Is the proposal based on sufficient background research and an understanding of the situation? 6. Does the project proposal clearly address any relevant cross cutting issues? 7. Does the proposal conform to the ‘Framework for the Integration of Women in APEC?’ 8. Is the implementation methodology clear and appropriate? 9. Is funding support sufficient for project activities? 10. Does the proposal comply with APEC financial procedures?

Have the main risks to successful implementation been identified and are they manageable? 13. Is there a plan for monitoring and reporting? 14. Will the proposed outputs meet beneficiary needs? 15. Does the proposal have a strategy to make project benefits sustainable? 16. Are there synergies (and/or leverage) between this project and other ones that may consolidate benefits and sustainability? 17. Is there a plan for the dissemination of information and useful project findings? 18. Any other relevant points? 19.
