Attachment 1 - RFI questions Request for Information on Procurement Approach The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC) is planning to combine the contract requirements under the current Facilities Development and Operations Contract (FDOC), contract number NNJ09HD46C and the Space Vehicle Mockup Facility (SVMF) requirements of contract NNJ10HD35C, the Neutral Buoyancy Laboratory/Space Vehicle Mockup Facility Operations Contract (NSOC). This combination will constitute the requirement of the Mission Systems Operations Contract (MSOC). To assist in formulating a contract strategy, the following Request for Information (RFI) questions are offered for your consideration. For your reference, the existing FDOC and NSOC/SVMF Statement of Work (SOW) can be found at: In your response, indicate what aspect you are addressing. 1.Contract Structure: Provide inputs on the MSOC scope of work along with rationale. Please address the following aspects/questions: a.Suggest methodology(ies)/strategies you would propose to ensure adequate technical and management performance for the MSOC scope of work. b.Discuss the challenges and benefits of managing and executing the MSOC scope of work. c.Discuss what features of the MSOC scope of work would lead to cost savings or efficiencies and address the likelihood of success for implementing those features. i.As a minimum (but not limited to) include overall contract option implications and potential strategies for direct and indirect cost control, overall management structure, IT implications, etc. d.Address your company’s overall skills, experience, and capabilities to execute a contract based upon these requirements. e.Any other factors/items of interest you would like NASA to consider? 1

Attachment 1 - RFI questions (Continued) 2.Contract Incentives: Provide feedback regarding incentive arrangements. For instance, how should “risks versus rewards” be shared by the Government and contractor? What types of incentives would you consider to be most effective for the MSOC contract, e.g., fixed fee, incentive fee, award fee, award term and/or other appropriate incentives for contractor performance? 3.Contract Type: Identify any portion(s) of this procurement for which fixed price contracting could be utilized and provide rationale. Provide any other feedback on contract type along with rationale. 4.Contract Period of Performance Duration: Identify your perspective on how long the total contract period of performance should be and number of option periods that should apply. Comments are requested on alternative recommendations based on the current Orion/SLS and ISS Manifests where a more logical breakpoint exists that would allow follow on competition of the services acquired under this contract. 5.Contract Content/Structure: Provide any suggestions or examples of restructuring, simplifications, and clarity in statement of work language as well as other types of special clauses or additional information that would improve understanding or clarity of requirements and terms and conditions? 6.Small Business: a. How can NASA design/structure the contract to ensure that small business goals are met or exceeded? b. Identify any areas of the FDOC and NSOC SVMF SOWs that you believe could be performed by a small business and provide rationale. 7.Metrics and Measures of Success: Provide feedback on metrics or measures of success NASA should use to evaluate and take into consideration to monitor the contractor’s performance. 8.What documents would you like to see on the MSOC contract website or included in the Technical Library? 9.Provide feedback and rationale on any other topics you would like to address regarding this potential procurement. 2
