Ford’s foreign policies had mixed results – Ford succeeded in continuing détente with the Soviet Union He champions the Helsinki Accords, in which the countries of East and West Europe promise to cooperate more and respect human rights – He has more trouble in Southeast Asia North Vietnam was attacking South Vietnam during his administration, violating the peace deal that was signed when the US pulled its troops out – Ford asked Congress for $722 million to help South Vietnam but was refused » South Vietnam surrendered shortly after – Thousands of Vietnamese who had worked for the South Vietnamese government and/or with the US fled the country and entered the US as refugees The Communist government of Cambodia seized a US merchant ship with 39 crew members – Ford orders the military to mount a rescue, which ends up costing the lives of 41 troops
