Programme reflections: What use are theories of change in a child and youth-focused health and education programme? Carron Basu Ray DSA, November 2012

Page 2 BACKGROUND Child and youth population in Low Income Countries at an all time high (0-25years) Many LICs not on course to meet MDGs Lack of access and poor quality of essential services (health and education) perpetuates poverty and contributes to deepening inequality Girls and young women most affected due to gender inequality Young people rarely listened to, often marginalised and disenfranchised as legitimate rights-holders

Its not a question of whether young people will change the world, they will. Its a question of how.

Page 4 MY RIGHTS, MY VOICE Engaging marginalised children and youth in rights to health and education services Young people (and their allies) as active citizens Projects in 8 countries – Mali, Niger, Tanzania, Georgia, Afghanistan, Pakistan, Nepal and Vietnam One Programme Approach - advocacy, long term development and (in light of country contexts) some humanitarian focus Three years; Sida funded

Page 5 MRMV THEORY OF CHANGE Young people have potential to become dynamic forces of transformative change With knowledge, confidence, skills and agency young people (and allies) can be supported as active citizens, articulating their health and education needs and actively engaging with duty bearers to uphold rights and improve services Free quality health and education services critical components to development Partnership and coalitions vital Responsible (and responsive) state as duty bearer Centrality of Power, Political Economy and Gender Analyses

Page 6 STRONG FOCUS ON... Power Analysis Political Economy Analysis Gender Analysis Non-linear ToC Learning and agility - we don't know all the answers, (we're working in contexts where both are vital) Youth agency and reflection on ToC

Page 7 MALI – ToC REALITY CHECK Mali MRMV project ToC ToC post-coup detat - still useful? What Power, Political Economy and Gender Analyses can show us Openness to alter and redirect ToC pathways Keeping an open mind
