Status of parliamentary staff in relation with other civil servants and state employee Parliamentary staff don’t have special status Legislative framework that regulates integrity is the same for all civil servants and state employees The exception is Ministry of Interior and Customs Administration (integrity is regulated by same legislation, but they also have additional Code of Ethics)

Legislative framework that regulates integrity of parliamentary staff Integrity is mainly regulated by the Law on Civil Servants and State Employees and Code of Ethics of Civil Servants and State Employees The Law on Civil Servants mainly regulates: Prohibition to Receive Gifts, Obligation to Report Potential Conflict of Interest, Outside Employment, Prohibition of Abuse of Authorization and Use of Assets, Political Neutrality and Impartiality, Prohibition to Establish Business Organizations, etc. The Code of Ethics mainly regulates: Protection of Reputation, Respect for the Integrity, Obligation to Respect Equality of Citizens rights, Obligation to respect colleagues, etc.

Main provisions that regulate integrity - Law on Civil Servants and State Employees Prohibition to receive gifts Outside employment Obligation to report potential conflict of interest Prohibition of abuse of authorization and use of assets Political neutrality and impartiality Prohibition to establish business organizations

Main provisions that regulate integrity - Code of Ethics of Civil Servants and State Employees Protection of reputation Respect for the integrity Obligation to respect equality of citizens’ rights Obligation to respect colleagues

Disciplinary measures for violation of provisions that regulate integrity When provisions that regulate integrity are violated, disciplinary measures can be taken against civil servant and state employee. For violations of Code of Ethics, minor disciplinary measures can be taken against civil servant and state employee, such as written warning or fine in the amount of up to 20% of the salary. For violation of some provisions of the Law on Civil Servants which regulate integrity, severe disciplinary measures can be taken against civil servant and state employee, such as fine during the period from two to six months in the amount from 20% to 40% of salary, or dismissal.
